WF 8.03 grabs modem from active data call

Configuration Information:
Operating system: Windows NT 4.0

Scenario:

WinFax Pro 8.03

2 modems available as follows:

line 1 - SupraFax v.34 data/fax
line 2 - SupraExpress V.90 voice/fax/data

Faxworks is configured to allow sending on
both lines. Talkworks is configured to receive
voice calls on line 2, and also configured to
listen for fax tones on all voice calls.

Problem:

Line 1 is active with a RAS outgoing internet
connection. I compose and send a fax.
Faxworks displays an error message saying:

"Winfax cannot communicate with the modem.
Ensure that the modem is switched on and
connected to the modem port"

Needless to say, both modems are connected and
powered on.

After about 10 seconds the Internet connection
is dropped and a second a second message displays:

"Error in ending session using the Microsoft
Windows Telephony DLL"

None of this occurs, and the fax is sent correctly,
if line1 is inactive at the time I send the fax,
or if I disable the use of line1 to send faxes in
Setup/Send/Advanced (in which case line2 is used).

I posted this question several weeks ago and the
suggestion was to ensure that the TAPI service is
started before the WinFax service (by adding a
DependOnService entry). I have done this (and
rebooted) but still get the same failure. Ensuring
that TAPI starts before wfxsvc does not seem to
help.

Any more suggestions?
