Liveupdate install fails...

When I tried to install liveupdate 3.1 to a XP SP2 client, I get this
below error screen while WinRAR extracting lusetup.exe.

"Cannot open C:\DOCUMEN~1\ADMINI~1\LOCALS~\Temp\KKXDGKAT\LUSETUP.EXE"
I tried uninstalling liveupdate and antivirus 10.1 client. Checked
DCOM setting, deleted all symantec folders in c:\ drive,
cleaned the registry manually and checked permissions.
Any other ideas how to fix this problem so I can install antivirus and
liveupdate?

I tried to install different version of liveupdate and got this below

Install Error: 10
The LiveUpdate install failed because LiveUpdate was not able to
register one of its components.
You need to have write access to the registry to install LiveUpdate.
Any ideas?
