They deliberately set out. to harass in a way that would resemble the
symptoms of schizophrenia, so that any report of the harassment. would be
taken. as indicating mental illness and "treated" accordingly. They never
show their own. faces; they only work through proxies, in the media, among
the public, and by manipulating people in the. workplace. Since they do not
declare their identity there is no evidence to initiate. legal action
against the. security services or anyone else. The only people you can
prosecute are the. proxies and they will deny knowledge of any conspiracy.
By repeatedly. humiliating and abusing the victim, they induced mental
illness. This is the worst form of human. rights violation: making any
statement. of the harassment appear to be symptomatic of the illness which
they cause. through the harassment. That this can happen, and people collude
by silence, is absolutely. horrifying.
From the beginning in June 1990 they set a pattern. of harassment which they
have followed without change for the last six years. They paint. me as a
"threat" to which people must. "react" (shades of Nazi persecution methods),
while simultaneously portraying their hate campaign on. which they have
spent over a million pounds of taxpayers’ money as. a "joke".
The MI5 that breaks the law. with the silent complicity of the police is the
same agency that is. now seeking a role in the fight against crime. Perhaps
the real joke is the proposed involvement in. the implementation of justice
of an organisation which commits criminal acts with secrecy. and disinterest
for the legal. process.

Mr. Dean would also "object to its being made a part of the duty of
the general police to enforce the Contagious Diseases Acts." "My
inspectors and sergeants," he says, "would so strongly object to
taking the office that I should be unable to get anyone on whom I
could rely.... The Inspector of Police looks down on the Inspector of
Brothels." Dr. Ayres tells us: "You cannot get men fitted for the work
at present salaries, and you have to put tremendous powers into the
hands of men like those we have."
Yet into the hands of men lower in character than the lowest of the
police force was committed, in large part, the operation of Ordinance
12, 1857, recommended by Mr. Labouchere as a sort of benevolent scheme
for the defense of poor Chinese slaves under the British flag, who had
"an urgent claim on the protection of Government."
CHAPTER 3.
HOW THE PROTECTOR PROTECTED.
Dr. Bridges, the Acting Attorney General at Hong Kong, who had framed
the Contagious Diseases Ordinance of 1857, had given an assurance
concerning it expressed in the following words: "There will be less
difficulty in dealing with prostitution in this Colony than with the
same in any other part of the world, as I believe the prostitutes here
to be almost, without exception, Chinese who would be thankful to
be placed under medical control of any kind; that few if any of the
prostitutes are free agents, having been brought up for the purposes
of prostitution by the keepers of brothels, and that whether as
regards the unfortunate creatures themselves, the persons who obtain
a living by these prostitutes, or the Chinese inhabitants in gene

Is. 56:3: "Thus saith the Lord, Keep ye judgment, and do justice: for my
salvation is near to come, and my righteousness to be revealed.
"Blessed is the man that doeth this, that keepeth the Sabbath, and keepeth
his hand from doing any evil.
"Neither let the strangers that have joined t
