Hi Joe,
The referenced document is for NT servers and recommends changing the
Paging File size to 150mbs or 25% of free disk space, which ever is
greater. The impact should be increased performance, the downside is
it reserves a chunk of disk space for use by the operating system.
Here is the document title and a link for your reference.

Hi Joe,
I am not sure what Multi-user Press power for aCT! manual pg 10 is.
However here is the text of the document I refered you to and you made
reference to.
Situation:
You have a ACT! and a Windows NT Network. Your databases are stored on
the Windows NT machine, and when doing anything in ACT!, it is
extremely slow.
Solution:
Perform the steps appropriate for the version of your Windows NT
Server machine:
If you use Windows NT 4.0 (ACT! 3.0 and 4.0)
Close all running Programs, then click the Start button, point to
Settings, and choose Control Panel.
Double-click System, and click the Performance tab.
Under Virtual Memory, click Change.
Select the drive on which the ACT! database resides.
In the Paging File Size for Selected Drive group box, write down the
value for Space Available.
In the Maximum Size (MB) field, change the value so that it is
approximately 25% of the Space Available on that drive. This is not to
be less than 150 MB, but it will only use the space if necessary.
Click Set to implement the change. If you have less than 150 MB of
space available on that drive, try a different one if available.
NOTE:
If you have multiple drives, it is recommended that you configure a
swap file on each one. We also recommend that you have your largest
swap file on the shared drive that is utilized the most by other users
on the network.
After you have configured the maximum size for your swap file, click
OK. If the changes you made were large enough, you will be asked to
restart your computer. Before you click Yes, make sure that all other
users have logged out of the database and closed any programs which
are accessing files on the server.
After you have restarted your server, if required, restart ACT! and
try it again. It should run much faster, in some cases more than twice
as fast.
If you use Windows NT 3.51 (ACT! 3.0 only)
Close all running Programs, then open the Control Panel from the Main
Group.
Double-click System, and click Virtual Memory.
Select the drive on which the ACT! database resides.
In the Paging File Size for Selected Drive group box, write down the
value for Space Available.
In the Maximum Size (MB) field, change the value so that it is
approximately 25% of the Space Available on that drive, not to be less
than 150 MB; it will only use the space if necessary. Click Set to
implement the change. If you have less than 150 MB of space available
on that drive, try a different one if available.
It should run much faster, in some cases more than twice
as fast.
NOTE:
You will usually notice an increase in performance even on an NT
Workstation if you set the swap file to 150 MB. This can also correct
errors such as "Out of Virtual Memory" on NT machines.
