Help with Courier 56K Internal and distinctive ring

Does anyone know how to make distinctive ring function on this modem? I've
installed the most recent drivers, which gave me the distinctive ring tab on
the modem properties, but I can't get the modem answer a double ring for
fax. I've also flashed the modem to V90. In Winfax 8.0, the distinctive
ring section of the advanced receive properties is grayed out, which leads
me to believe that when Winfax tests this modem, it doesn't think that it
supports distinctive ring. I can make the modem answer the double ring with
the "ATS70=2" command using terminal, but how do I initialize the modem
with this command when the PC boots, or when Winfax controller starts.
