Have you already tried the following?
You have changed the initialization string for your modem. When WinFax PRO
tries to notify you of a received fax or voice event via pager, you receive
the following error message: "General communications error."
Solution:
Start Windows Explorer.
Locate and highlight your \PROGRAM FILES\SYMANTEC\WINFAX\DATA\PAGER folder.
Choose Delete from the File menu. Click Yes if prompted for confirmation.
Reinstall WinFax PRO.
Reconfigure your pager notification settings.
If problems persist, try setting WinFax to use Standard COM port instead of
TAPI.
Sincerely,
Eric C [Symantec]

I am receiving a "General Communication Error" when I run a pager
