I have an old work-horse Win95 machine that I want to upgrade to
Win98.

Unfortunately I have a lot of cantankerous programs and hardware:
hp5100 scanner, WinFaxPro (now v8.03, have v10 CD), FTGate, 2 network
cards....

What's the best sequence to perform upgrades/updates? Upgrade Win98
first, then upgrade the software/device drivers, or vice versa?

I was in exactly the same boat as you. My best recommendation which worked
wonders for my old clunker was to do a clean install of Win98 (ie format c:
and start again). Win98 installed very easily and it picked up all of my
legacy stuff (inc. a SCSI HP 5P and my venerable ISA sound card) without
turning hair.
