Is Adobe Type Manager (ATM) 2.x or earlier running on the system? If it is
it will need to be removed or the configuration lines in the SYSTEM.INI
file will need to be remarked out.
To confirm this, check the SYSTEM.INI file and in the [boot] section search
for the "system.drv=" line. If it reads, "system.drv=atmsys.drv" then it
is installed and running on the system. To correct this issue follow these
steps:
1. Comment out (put semicolons at the beginning of) the system.drv= and
atm.system.drv= lines.
2. Add a line that reads, "system.drv=system.drv"
For Example:
[boot]
;system.drv=atmsys.drv
;atm.system.drv=system.drv
system.drv=system.drv
If you do need ATM running on the system, it will have to be upgraded to
the latest version.

If this is not the case, try using the Standard VGA Microsoft driver as the
video driver and see if this corrects the problem. If it does, check with
the video card manufacturer and confirm that the latest video driver has
been applied to the system.

If you are able to access your system, remove pcANYWHERE32, run a defrag
program on the system, then reinstall pcANYWHERE32 and see if this corrects
the problem.
If the issue continues, boot the system into SafeMode and see if this
resolves the issue. If this does work, then the system registry may be the
issue.

I now have no autoexec.bat or config.sys.
All legacy drivers have been removed from the WIN.SYS and WIN.INI
files.
I am using the Standard VGA display driver.
There is not ATM on this machine.
Lastly, the registry is clear of any other programs that might be
loading at startup.
The proplem still persists. After installing PCAnywhere, the machine
hangs at startup. Do you have any other ideas I can try?

I changed it to VGA, rebooted, and have solved my problem.
