Practical Periphs Modem won't connect to USR 56k

I'm trying to connect to a USR 56k modem that is running PCANYWHERE 8.02 host
with a Practical Peripherals PM14400FMX modem.

The USR answers but no negotiation is begun.
A Hayes 28.8 that is available on a different machine is able to connect to
the USR...and the USR is able to connect to the PM14400 if the PM14400 is the
host.
All machines running PCA 8.02.
Any ideas?
