Bob,
It's listed in the registry there because that file was searched for
with START>FIND>FILES. That key holds the values of the most recently
searched for files.
Rename that file to REXCLUDE.OLD. Now run WinDoctor. Do you get any
messages about missing files?

I'm curious though. Do you remember what WinDoctor fixed?
If not, and you don't mind looking, can you open WinDoctor, and look
at the history to see what WinDoctor changed?

That is weird.
It appears that the "normal" shortcut that Norton System Doctor
creates to start Norton System Doctor at boot time was re-directed to
start the reg file. This caused the reg file to be imported everytime
you restarted the computer.
I don't know of anything within Norton Utilities that would have
caused this.
