You should not get that message every time you start the computer.
Check your STARTUP group in START>PROGRAMS>STARTUP. Is the file listed
there?
If it's not, the only other place it could be loading would be from
the registry itself. Open the registry: START>RUN, type REGEDIT and
press OK. Press F3 to search, and type REXCLUDE.REG in the find
dialog. If you find anything, let me know what key you find.
