Robert,

If you uninstall Norton Utilities using the START>SETTINGS>CONTROL
PANEL>ADD/REMOVE PROGRAMS control panel, the standard Recycle Bin
should remain on your desktop.

If it does not, this indicates damage to your registry. Microsoft may
be able to help you restore the information. We have a Knowledge Base

Norton Utilities does not remove the Recycle Bin from your system. It
adds functionality to the Recycle Bin by adding a program to your
system.
