It sounds like a couple of registry keys may have bad information in
them.

To attempt to repair this, do the following:

First, verify that you have the latest LiveUpdate. Open Norton System
Doctor and go to HELP>ABOUT. On the General tab, you will either see
version 3.0.6, 3.0.7, or 3.0. If it does not report version 3.0.7,
then you need to run LiveUpdate by going to UTILITIES>LIVEUPDATE in
Norton System Doctor.

If that does not resolve the issue, see the Knowledge Base entry HERE:

If that does not resolve the issue, you may be able to repair the
issue using Tweak UI (Microsoft's Power Toys) by selecting "Repair
System Files" and "Repair Associations". Microsoft Power Toys is a
free set of utilities available from http://www.microsoft.com and
http://www.windows95.com
