When I start setup and start to load the files, it says that it can't
install to what it thinks is a temporary folder.
It tells me to either change the folder or change Windows System
Properties.
The folder is the default, that Norton chose.
In Win98FE, I don't know what Windows System Properties is. It sounds
like something from XP.
Neither the default folder nor the one I wanted are temporary in my
mind. Why does Norton think otherwise? (I created the folder I
wanted to use in advance, but that didn't help.)

Use the uninstall feature of NSW.
Check online to make sure your computer is virus and adware free.
Make sure that when you try the install again, that all your temporary folders
and Recycled Bin are deleted.
Reboot.
Make sure that you have no other programs running (during the install attempt)
except for Explorer and possibly Systray.

Hard for me to make sense of your post.
My take on the problem is the windows installation itself. Its looking for
C:\windows. This the default location for a windows installation. Its
looking for a subfolder called temp. Somewhere at this point, the install
botches. At that location it creates a further subfolder to unpack the
installation files. These are erased upon successful, or unsuccessful
installation. The created subfolder will remain.
The folder you choose for the NSW 2003 install chosen during setup has
nothing to do with the temporary location of the installation files.
My suggestion, after the problem is ascertained and fixed, is to install NAV
only. This is an option during setup under advanced or expert installation,
something like that, forget at the moment.

Norton System Works, because it said I was using a temporary folder,
evem when I used the install-suggested folder.
It turns out that when I recreated my autoexec.bat, I made a mistake.

Unfortunately, it's Disk Doctor I want most. This setup is meant to
help me fix directory problems on a second harddrive, problems that MS
Scandisk won't handle. But I read that Norton Disk Doctor is actually
more powerful than Scandisk at times.
