Incomplete Install on non-admin XP account

My son has a non-admin account on XP Home Edition. For some reason, Norton
2004 thinks the install is incomplete when he logs on. He gets a popup
window that says that the install is incomplete and is affecting Norton
System Information Wizard.

How do I fix this? If I make his account an admin account, I don't get the
problem.
