The problems range from Norton File Manager not automatically refreshing
the pane after you drag something to the recycle bin, to interfering with
installing new programs that use the Windows 95 setup (but not programs
that don't use that), other, irregular problems.
I didn't have any trouble when I first installed NN, but things got
gradually worse as I added other software. Eventually I had to completely
reinstall 95c. Then things were OK for all of 2 days. Now they've started
going wacky again. This is with half the software I had installed before
the upgrade, when I was using 95a with all the patches.
The two installations that made me the most unhappy were Norton Utilities 3
(4 tries, then the upgrades), and WordPerfect for Windows 7. On that one,
not only did I have to turn off all Norton Navigator programs, I had to
disable Norton AntiVirus Deluxe! And no, it's not strictly an NAV problem,
because I had problems with the original 95c and the reinstalled 95c before
I installed that.
Anybody got any ideas?

If your primary use is with NN File Manager, you would do well to
eliminate all other vestiges of Navigator.

If it's not too much hassle, could you list the files you installed to
get NN to function with Win98?
Was it a fairly evident set of choices, or was there much trial and
error involveda?
Many thanks in advance!

to all norton navigator fans:
There is a knowledge base article on installing just the file manager, and
after upgrading to win 98, and noticing some problems with N.N.95c on 98, I
deleted all but the files listed in the knowledge base, and THANK GOD IT WORKS
SEAMLESSLYwith '98. and I do not have to use windows exploiter [excuse the
slip, explorrer] with '98.
I do not remember the article #, but here is a copy from my files of the
article.
It worked for me [and anything beats windows explorer] and norton file manager
is my favorite utility of all time!!!!

NORTON FILE MANAGER FILES FROM NORTON NAVIGATOR
Norton Navigator Knowledge Base
Minimum files necessary for the Norton File Manager
Situation:
The Norton Navigator is centered around the Norton File Manager. If you do not
want to use the other features of the Norton Navigator, you can limit the
number of files on your hard drive to those necessary for the Norton File
Manager only.
Solution:
The following files are the minimum necessary to run the Norton File Manager.
They are distributed in a PKZIP-compatible compression format, therefore they
must be decompressed using PKUNZIP or a compatible utility before using them.
All files should be decompressed to the Norton Navigator folder.
Disk 1 SYMEMS32.DL$
Disk 2 FILEMGR.EX$ SYMFDLG4.DL$ SYMFSV4.DL$
Disk 3 S32BUTIL.DL$ S32RAP8.DL$ SH30W32.DL$

TURNING OFF NORTON UNDO WHICH DOESNT WORK ON WIN 98
How to turn off the Undo feature so no file operations are tracked.
Situation: How to turn off the Undo feature so no file operations are
tracked Solution: Turning off Undo tracking of all Windows 95 file
operations in the Norton Navigator Control Center will not stop Undo from
tracking operations occurring in Norton File Manager. To disable all Undo
tracking, change the Undo exclusions in the following Registry location:
HKEY_LOCAL_MACHINE/Software/Symantec/Navigator/SYMFSV4/Undo/Exception
Changing the first exclusion from ~*.* to *.* will effectively turn off all
Undo file tracking. The Undo file exclusions are briefly discussed on page
110 of your Norton Navigator User's

You want to use just the Norton File Manager, but none of the other Navigator
features. Which files do you need?
The files required to run the File Manager are in compressed form (*.??$) on
the install disks. Use PKUNZIP to unzip them onto the hard drive. For example,
to unzip the file SYMEMS32.DL$, type:
pkunzip a:\symems32.dl$ c:\filemgr
The disks and their filenames are as follows:
Disk #1: SYMEMS32.DLL
Disk #2: FILEMGR.EXE, SYMFDLG4.DLL, SYMFSV4.DLL
Disk #3: FILEMGR.CNT, S32BUTIL.DLL, SYMIDX32.DLL, SYMRAP8.VXD, S32RAP8.DLL
Another file, FILEMGRE.EMS, is created after you customize Norton File
Manager.
If you want to include files that link or associate Norton File Manager to
other features of Windows 95, include these files from install Disk #3:
SYMAPASC.EXE
SYMAPCMP.EXE
SYMAPCOM.EXE
SYMAPCPD.EXE
SYMAPCPY.EXE
SYMAPDEL.EXE
SYMAPENC.EXE
SYMAPEXP.EXE
SYMAPFMT.EXE
SYMAPLBL.EXE
SYMAPLNK.EXE
SYMAPMKD.EXE
SYMAPMOV.EXE
SYMAPPRT.EXE
SYMAPREN.EXE
SYMAPRUN.EXE
SYMAPSYN.EXE
SYMAPUDO.EXE
SYMAPUUE.EXE TOTAL OF TWENTY EIGHT FILES

Altho I did not want to install File Mgr under Win98, I DID want to install
the encryption applet (routine) (program).
So I found in the main dir the file Symapenc.exe [Symantec Applet for
Encryption].
I moved it to a new dir and invoked it from the new dir.
Up popped an error msg telling me that something-or-other.dll was missing.
So I moved something-or-other.dll over and tried again.
Up popped a new err msg.
Etc., etc.
After about 10 of these, I had my encryption rtne working by itself just fine
and am still using it.
Hope this helps.

I copied this from a posting some months back.

As you know, there is not an option to install just the Norton File Manager,
however, the following files may be used to run Norton File Manger only. I
recommend you update Norton Navigator to 95.0.c for FAT32 compatibility,
copy the files below to a separate folder, such as C:\NFM, then uninstall
Norton Navigator via Add/Remove Programs in the Win95 Control Panel.
REQUIRED
----------
FILEMGR.EXE
S32BUTIL.DLL
S32RAP8.DLL
SH30W32.DLL
SYMEMS32.DLL
SYMFDLG4.DLL
SYMFSV4.DLL
OPTIONAL
----------
S32BFMT.VXD - Used for DMF
SYMDES4.DLL - Used for DES en/decryption (available in the U.S. and Canada
only)
SYMFDLG.HLP - NFM Help file
SYMRAP8.VXD - Used by the Copy Disk feature
There is a program from Mijenix named PowerDesk that is a bit like NFM.
