Can't turn off email scanning

I hope that this is a suitable group for posting this query. I could
not find anything closer.

I am using Internet Security 2005

I have followed the instructions for turning off the outgoing email
scanning:

To turn off email scanning
Exit any email programs that are running.
Start Norton AntiVirus.
If Norton AntiVirus is installed as part of Norton SystemWorks or
Norton Internet Security, then start that program.
Click Options.
If you see a menu, click Norton AntiVirus.
In the left pane, click Email.
In the right pane, uncheck Scan outgoing Email . (did NOT use Scan
incoming Email and)
Click OK.

At this point I cannot find the "Protection Alert dialog box".

If you are running Norton AntiVirus 2005 or 2006, then in the
Protection Alert dialog box, on the drop-down menu, click Permanently,
and then click OK.
Exit Norton AntiVirus.

"Scan Outgoing Mail" is NOT ticked but mail is still scanned.

The machine has been rebooted.

I am using Internet Security 2005

I have followed the instructions for turning off the outgoing email

virus and Internet security scanning but I still get the window that
an encrypted message has been detected and then I need to click OK and
wait for scanning.

It is a real pain.
