Can't turn off email scanning

I hope that this is a suitable group for posting this query. I could
not find anything closer.

I am using Internet Security 2005

I have followed the instructions for turning off the outgoing email
scanning:

To turn off email scanning
Exit any email programs that are running.
Start Norton AntiVirus.
If Norton AntiVirus is installed as part of Norton SystemWorks or
Norton Internet Security, then start that program.
Click Options.
If you see a menu, click Norton AntiVirus.
In the left pane, click Email.
In the right pane, uncheck Scan outgoing Email . (did NOT use Scan
incoming Email and)
Click OK.

At this point I cannot find the "Protection Alert dialog box".

If you are running Norton AntiVirus 2005 or 2006, then in the
Protection Alert dialog box, on the drop-down menu, click Permanently,
and then click OK.
Exit Norton AntiVirus.

"Scan Outgoing Mail" is NOT ticked but mail is still scanned.

The machine has been rebooted.

I just use Norton AV, not Internet Security right now, but I've used
Norton IS before and had exactly the issue you describe. I hope the
following may help you find the cause of the Outgoing Mail Scanning issue:

When I ran Norton IS on a PC, there were *two* components in the software
that caused outgoing emails to be scanned. One was a scan for outgoing
viruses in the email--and you have more than likely successfully turned it
off by what you've done. However, the firewall component of Norton IS also
scan outgoing emails, and until you disable this in the firewall, your
outgoing email scans will continue. The component of the firewall that
caused outgoing email scans was in a section called something like "Personal
Privacy" or "Personal Security" or some such thing. When active, the
firewall may check outgoing emails for stuff like email addresses, checking
or credit card account info, web site user IDs or passwords, etc. It may
also check to see if a single email is being sent to more than "x"
addresses, where a high number may indicate an email being created by a
virus.

So I'd say it's not time to give up yet but to make sure that you turn off
outgoing email scans both in the Norton AV section of Norton IS *and* the
Norton Firewall section of Norton IS.

I'll also add that the instructions you've printed above seem to come from a
Help Section for users of Norton AV--and if so, they are giving correct info
to turn off email scanning for that program. But for Norton IS, you need to
do that...and more.
