Rebooting after updating virus definitions

Configuration Information:
Platform: Windows NT
Network type: Windows NT
Version of norton antivirus: 4.0

After the update goes through, it appears that you have to reboot the
machine. Is this because the users do not have admin rights? How
can I prompt the user to reboot the machine when an update occurred?
