For 2 years I used my Powerbook 5300 ce with activated internal
password security without problems. Earlier this year I wanted to
lock separate folders and files and therefore bought Norton Disklock
version 4.0 and had it installed on my Powerbook (with system 7.5.2),
and locked the internal hard disk to check the effect. Everything
functioned ok but after Disklock asked for the password, the internal
password was asked for twice, which had never happened before, after
that everything worked as normal. After a while I decided to turn the
powerbook password security off, then suddenly the internal hard disk
would not turn up at all, I could start from an external go-drive but
not load the internal hard disk, message: locked by security
software, please unlock. Using the Norton Disklock program I could
unlock the internal hard disk and then the powerbook started using
its own hard disk without any trouble, but it was then totally
unlocked, so I decided to turn on the internal Powerbook password
security again, then the hard disk refused to start, now impossible
to get the hard disk going again, Disklock has ruined my PB, any
help?

It sounds like the problem is with your internal Powerbook password. As
you stated, "Using the Norton Disklock program I could unlock the
internal hard disk and then the powerbook started using its own hard
disk without any trouble."
It was only after re-enabling the Powerbook password security that you
got into your current situation.
As a general rule, I would not recommend using more than one security
software package/feature on a machine at the same time. If you have
unprotected the drive with Disklock (either with the main program or the
Emergency Unlock disk), then it is not a factor and would not be
affecting the drive.
If you boot from a Norton Disk Doctor emergency disk (or cd), are you
able to examine the drive ? If it says "the drive is locked by security
software," and Disklock protection has been removed, then, again, the
issue is clearly with the Powerbook security control panel. If this is
the case, you might want to contact Apple for help on that; I'm not sure
how their security feature works, and can't offer help on it.
If you have further questions, let me know.
