error in protecing hard drive

Version: 4.0.3
Operating system: System 8.1

I have a mac6500.
I would like to lock and unlock my folders. It says under the help
guide, that I need to protect a hard disk. When I tried to protect
the Hard Drive the first time, it said i needed more room in the
first gigabyte of space and to take some folders/files out.. And i
did, and it wasn't enough. Now when i try to open it I get error
-109.

Do you still get the not enough space error? Have you run some sort of
disk utility such as Disk Doctor or Disk First Aid? Also if you have
Norton Utilities 3.5.2 or above you should try running Speed Disk to get
enough free space at the front of the drive.

I ran norton disk doctor, then I tried to run speed disk. (I do have a recent version of norton utilities) I think I did it correctly. but i still get error -109. i am still in a bind.
