Win32 Exe App with Localization Support

Hi,

I am using VisualCafe 3.0 Professional Edition on Windows 98. Locale
in my box is set to "es". To narrow down the problem, I tried the
following:
1. Create new Win32 AWT Application project.
2. Choose Tools/Localization/Resource Bundle Strings ...,
3. Choose radio button Specify Strings and hit Generate Resource Bundles
4. Close out of Localization Tool
5. Choose Tools/Localization/Add Locale choose Spanish/None from combo
boxes, then Add
6. Choose Tools/Localization/Edit Resource Bundle
7. Edit any string, e.g., File in the Spanish column to something else,
e.g. Archivo - Note, move to a different cell and make sure the new text
was changed, otherwise try againg - another bug? Once you are sure the
text was changed, close out and run the project.

Names do not come up localized. I also tried running the exe file
produced from the command line and does not work either.

Any help would be greatly appreciated.
