COTS and EJB

Hello all,
It is said that with EJB specification, we can produce COTS "Commercial
Off-The-Shelf" components. But, with EJB only, we can get une ejb-jar
file which can be deployed in an EJB server.
If we want to assemble this ejb with another, we must change the
deployment descriptor; now, the client must be re-written to hold the
new ejb. is that true?
And if we mant to distribute an ejb with a visual interface, we must
assemble an ejb with a web component; the result is than an application
and not a COTS that can be customised.
Is that correct or not?
Any can reply or give me more clarifications about how can we use EJB
for producing COTS components?
