Not filtering Spam anymore...help

I use Outlook express and for some reason I am getting a lot of spam.  I had it working fine before but all of a sudden it doesnt filter my spam.  I checked the message rules and it should take the spam to a different folder but its not doing what its supposed to do.  Also, when I get an email that says Norton Antispam in brackets (which is supposed to be moved to the antispam folder)  I cant tell Norton that it is NOT spam.  That line of the drop down box is grayed out. 

 

This stuff used to all work just fine and now its drinving me crazy.  Any insight to this would be greatly apprciated.
