How could I bypass, or rearrange, in Visual Page 1.1.1, the <META
HTTP-EQUIV> so that the <TITLE> replaces it, with the <META NAME
description and keywords> right after the title.

I could live with the Visual Page information after the METATAGS.

Tom -

Right now, the only effective way to do this is to add your Meta tags
after editing with Visual Page, using another editor.

We do have a feature request to address this behaviour.
