Victor -

Unfortunately, because such characters as the curly quotes, are not part
of the ISO-8859-1 character set, Visual Page will translate them to their
closest legal ISO-8859-1 character.

On the other hand, many, if not most, browsers will correctly display such
non-ISO-8859-1 compliant characters, even though it is discouraged by the
HTML 3.2 and 4.0 standards.

So, your only real choice if you must insist on the use of such
characters, is to add them subsquently to the editing in Visual Page,
using an alternative editor.
