can't add server object using DSEdit

Hi,

I have a strange problem. I am using Open Client 11.1.1 EBF9804 for Windows
NT.
If I run dsedit from Windows (double click the icon, double-click the
executable, start->run->dsedit...),
I will not able to add a server object. When I tried, it will simply
respond with a dialog box stating that it failed,
without giving any specific reason. But, here is the strange part: if I run
dsedit from command prompt,
everything works fine.

I checked all sorts scenarios trying to fix it. I checked that my %SYBASE%
is set up correctly, I checked my %path%
is set up correctly. I even copied the entire directory tree to some other
PC, and set it up manually myself, and on that other PC, it ran fine without
a problem whichever way I run it.

Am I seeing a ghost? what could be different on my PC, between running
Dsedit from command prompt and running it from those "Windows methods"?

Greatly appreciate any help I can get.
