ASE 12.5.2 DBOPTION & CHECKPOINT

Looking for clarity with regards to ASE 12.5.2 and sp_dboption I am
under the impression with 12.5.2 running a checkpoint after setting a
database option was no longer required, for which the SYBASE server
process now performs this function. Although, a SYBASE developer has
argued the point for which this person claims 'ASE 12.5.2 only performs
an update in the database dictionary table sysdatabases, but one still
must run a checkpoint command in the subject database for the option to
be read by the said database'. I am looking for reference material
available on the w3 which states this, additionally information with
regards to setting a database option in 12.5.2 which requires running a
checkpoint where as the SYBASE server process does not run the
checkpoint automatically? --> Thank you!
