Dbtools - implementing a progress bar with dbremote

I have a customer who is trying to use the progress_index_rtn callback
to create a progress bar for a dbremote synchroonization. However, they
see it called initially to set the progress to 0, but it does not get
called during the receive and apply phases. Does anyone have any ideas
of what could be going wrong here?
