Moving to a new FTP server

SQL Anywhere version 8

What is the best procedure of change to a new FTP server for the
messaging system. The current FTP server has ~ 1500 directories with
several 100 thousand files at any given time.

My current thoughts

1) Copy the entire message system to the new FTP server (Thus it would
be an exact duplicate of the old FTP server)
2) With very careful timing send via passthrough the commands to change
the FTP server properties to the new IP and UID/PWD information.

Does this seem to make sense? Any better ideas.
