SQL Anywhere 5.x has not been updated in over 7 years. It has been
End-Of-Life'd as of June 30, 2002 : http://www.sybase.com/detail?id=1013108
Obviously, we cannot guarantee that this software will work on Windows 7
since it was released many years after the software was written. Your
"best chance" of getting this to work is to use the latest EBF for 5.5
(see my signature) and possibly use Windows compatibility modes to see
if the server will stop crashing.
Do you have to host this application on Windows 7 or can you use an
older OS to do this? Can you upgrade to a version of our software that
supports Windows 7?

Since it was supported on XP, then maybe setting the compatibility
options on the .exe to Windows XP might help?

AFAIK Windows 7 users may download a VM with XP for MS Virtual PC aka
"Windows XP Mode"
(http://www.microsoft.com/windows/virtual-pc/download.aspx).
In this environment I think there's a better chance to get SQL 5.05 up
and running. Maybe that's an option for you.
