- Visio is a graphics package, useful for drawing pictures, but not
much else. Microsoft added a few "modeling" features, but it is all an
afterthought. PowerDesigner is primarily a modeling tool, with graphic
features good enough that it often gets compared to Visio.
- PowerDesigner has linked and integrated models, so you can reuse
objects from one model in another. This really promotes standardization
and reduces the amount of work to create new models.
- Visio doesn't understand XMI or any of the other model interchange
formats, so it can't interoperate with other modeling tools. PD can be
used with other modeling tools like ERWin and Rational Rose.
- PowerDesigner is constantly being improved, with significant
enhancements in the last few versions, and many more planned over the
next few years. Visio is pretty much static, from what I've seen.

Not even the same product functionally. You should compare Viso to
drawing packages and PD to products like ERWin, System Architect, Bachman,
IE Workbench, etc.
