Is it possible to build a dashboard in powerbuilder?

That depends on what you are calling a "dashboard". The thing in my
car between the steering wheel and the windshield was *not* built in
PowerBuilder. If you're talking about an application with a bunch of
buttons that open other windows or other applications then yes, it can
be built in PowerBuilder and probably very easily.

Yes - I built a dashboard for a financial services company in 1993 with PB4.
You can use the Timer event to periodically refresh the queries behind the
graphs.

But it depends on how "$exy" you want the graphs to be. PB's graphs are not
all that attractive when compared to Infragistics, ComponentOne, Flex, BIRT,
<fill in the blank with basically any other tool that can produce a
graph>...
