Installing PB11.5 on Windows 7 "setup is running in another window"

Hi
When trying to install PB11.5 I am getting the following message
"setup is running in another window, user ALT + TAB to switch between
windows"
The secondary window (presumably where the installation response
window should be) is just blank.
this problem was found a while back it would seem:

however the solution doesn't work in my case, which perhaps indicates
this is a windows 7 specific problem.
Has anyone any ideas or experienced the same problem?

For anyone who has the same problem, the solution is to boot the
machine in safe mode (I actually booted in safe mode with networking)
and then the install works fine... this also fixes the similar
problems I had with installing PB 12
