If you are using PB evaluation version and it has expired and now you want to apply the licence file (which you got from SAP) then follow the below steps:

1. Start the Windows Service -> Windows Time from control panel --> services option(if it is not started on the machine where you want to install PB).

2. Download the PowerPoint Presentation for PB activation: Go to http://support.sap.com, Login - Select 'Request a Key' which is a icon in the middle of the page - Scroll down to the 'How-To Documents' section - Click on the #How to request license keys' - SAP Sybase# (Microsoft PPT format).

3. Install the Sysam license server Sysam 2.3 (Standalone Sysam installer.zip) from link http://service.sap.com/support
Then Go to the Control Panel/Adminstrative Tools/Services/Sysam and restart the Sysam service.
Point PowerBuilder to use the Sysam license server by navigating to the Control Panel/Adminstrative Tools/Services/Sysam and restart the Sysam service
Start PowerBuilder and select Tools/Update License. Select Standalone Served License. Click next and enter the machine name where Sysam is running on. (Leave the port number blank) Click next until Finish. If you need to download the Key then,

4. Download the Activation key for PB activation: Go to http://support.sap.com, Login - Select 'Request a Key' which is a icon in the middle of the page - Scroll down to the 'How-To Documents' section - Click on the #How to request license keys' - SAP Sybase# (Microsoft PPT format).
Here are the instructions to install a sysam license server and served
license. There are two types of licenses for PowerBuilder--Served and Unserved.
If you plan to access PowerBuilder from Terminal Services or Remote Desktop, it is necessary to use the Served license.
If you plan to install PowerBuilder local to your machine, then a Unserved license will suffice.

5. NOTE: When generating a Served License, use the Physical Address of the machine that is or will be running the Sysam Server for the hostid.
To find the Physical Address of the machine, open a command window on the C drive and enter: ipconfig /all
When viewing the output from the ipconfig /all, use the physical address from the #Ethernet adapter Local Area Connection:#

6. When you install the Sysam License folder, it installs a template SysamLicenseServer.lic in the SYSAM-2_0\licenses folder.
This C:\Sybase\SYSAM-2_0\licenses\SySAMLicenseServer.lic needs to be deleted. You need to move the Served license that you generated (from support.sap.com) to the C:\Sybase\SYSAM-2_0\licenses folder.) Then from the Control Panel -> Administrative Tools -> Services -> Sysam, stop and then restart the Sysam service.

Next, in PowerBuilder, select Tools -> Update License. Select the Standalone Seat - Served License. Enter the machine name where the Sysam Server is running on. Leave the port number blank. You should be all set. You can verify the license by restarting PowerBuilder. In the Help -> About, the status should now say 'Valid'.
