PB11.5 Load Rich Text Edit Module Error

When running deployed applications, users are receiving a messagebox
containing 'Load rich text edit module error'.
containing 'Load rich text edit module error'.
I've deployed pbrtc115.dll, and all files ..Sybase\Shared\PowerBuilder\rtc
to the folder where we place the pb*.dll files.
We're running build 3127. The modified dates for the pb*.dll and files from
..Sybase\Shared\PowerBuilder\rtc is 1/23/2009 or greater.
Can somebody tell me what I'm missing?

Try using an 'rtc' directory below the location of pbrtc115.dll and put the
tp*.* files in there, just like they get installed by the IDE.
