How to get the current filter setting of a datawindow at
runtime so that I can modify it or add to it ?

Take a look at the dwsyntax tool, accessible from File, New and then under
the Tool tab.

To get the existing filter:
<DW Control Name>.Object.DataWindow.Table.Filter

The above syntax should work, just thought I'd mention that an empty
filter will return "?" not "". So you might have to deal with that
case separately.
