hrd__ct_connect:ct_connect failed / HA Login failed. There is no failover in progress

The message returned by the OpenClient API is

:msg: HA Login failed. There is no failover in progress.

The message we see on OpenSwitch is:

thrd__ct_connect:ct_connect failed.

I need to know if we need to set the CS_HAFAILOVER property
before connecting to a database managed by OpenSwitch?

I got info from a colleague:

From the docs:

cmon__connect_thread: ct_con_props(CS_HAFAILOVER) failed.

This is an internal OpenSwitch error. Check that

- You are running OpenSwitch version 12.5 or later

- The library path for the OpenSwitch server is set correctly to load
libraries shipped with OpenSwitch.

Contact Sybase Technical Support if you need assistance.

You should be on the latest EBF, the recomendation is 15.0 ESD#2

You might also provide the config file.
