Error starting Open Server Gateway w/ Sqlany5.504

I'm getting an error trying to load Open Server Gateway using
SqlAnywhere 5.504. i'm using the -og command line switch.

The error message is

"The Open Server Gateway DLL requires version 11.1.1 or later
of the Sybase Open Server Runtime Components but older versions
where found. If you want to use the Open Server Gateway, you
should run DBOS50.EXE before starting the engine."

I've downloaded and installed the EBF8550.zip which says it contains
11.1.1 Open Server libraries.

Same Error Message

I've also downloaded and installed ntps.zip, which is the SqlAny
5.505 Pro Server fix/Upgrade.

I've tried to start DBOS50.EXE as explained

start DBOS50 OG_SERVER

And I get the following error

"Error establishing version
Please ensure that the Open Server Runtime Components are correctly
installed. Check all of the Sybase environment variables (e.g.
'SYBASE', 'LANG', etc)"

SQLAnywhere only create 'SYBASE' and 'SQLANY'. I cannont find any
documentation on any other environment variables that need to be
created.

Ultimately I am trying to use JConnect 5.2 to connect to a 5.504
database. The documentation says that Open Server Gateway needs to
be running. So far when I try to connect without the Gateway running
I get a "Connection Refused" error message.

Any help would be appreciated.
