The network connection between ECDA and the Oracle database is down. It is impossible to connect to the ECDA (even through isql or through ASE) locally (for example to do a shutdown) . Is it normal ?

ECDA for Oracle 12.6.1.

Please if the network connection between ECDA and the Oracle
database is down.
It is impossible to connect to the ECDA (even through isql
or through ASE) locally (for example to do a shutdown) . Is
it normal ?

ECDA for Oracle 12.6.1 with OS Tru64 It's possible to
connect if the network connection between ECDA and the
Oracle database is down.
But with OS AIX IBM this is not possible.
Is there a parameter to settup ?
