I'm totally new to EAServer and trying to troubleshoot so any help

JaguarException
at

I'm getting this when I did jagtool.
Also when I try to run Jaguar Server(jdk 1.4) getting jagsrv.exe popup
with unable to locate component message
this application has failed to start because libjutils.dll was not
found.
