It is a commercial world. If there were, Embarcadero would not be able
to charge money for it !
Certainly there are cheaper alternatives, but they have less
functionality and maturity.
Sybase Central comes with ASE and it is free (but not in the same class
as DBArtisan).

For development work you can use Sybase Workspace (I think a free license
is available for a limited time)
Personally I use SQL Browser (www.sqlbrowser.com)
There are also other tools, like Aqua Data Studio which are pretty good.
