What is the best way to check the number of connections at
an existing point and time?

Below are a few commands I though about using:

sp_monitor

select @@connections

But wanted to make sure there wasn't a better way.

Our goal is to confirm that we are not running out of
connections during a certain point and timeframe.

If you mean the number of active connections, then run sp_who.
