[PATCH] Add OpenSSL License Exception

The openSSL exception was already introduced at the beginniog of the
project but later removed in commit b6c0adbc545675bab.

This commits reintroduces formally the exception to ensure the users to
be allowed by copyright holder to link the project with openSSL library.
