5. Separate help page for our wizard page.
At JAX-WS service template page context help refer to entire wizard
help.
But there are full description including already performed steps.
Create separate help page with description of this wizard page, make
context link to it and refer in main help page too.

IMHO it doesn't make allot of sence to split last two steps from the flow
and put them on the separate page only
to enable the "simple" context-help interlinking. Before we could do it
would be good to know which kind of
help is used more frequently context or "normal" help.

I have looked at some of the context-sensitive help from Eclipse and they
too have
all the instructions for the task.

I would suggest not to do it so far since we don't have any evidences that
context help is used more frequently
than "normal" one. I would suggest to set this issue to WontFix
