For strange reasons loose snus is perfectly legal in Denmark. Portions,
on the other hand, is not legal to sell in Denmark.

Can someone explain the logic in that?

Snus was made criminal by EU and they usually do not know what they
decide about unless there is some 'lobbyists' pushing in some direction.

Logic is rare in the kind of organisations like the EU and so on, it is
mainly a matter of who bought the last bottle of Champagne that decides.
