1.  Lonsdale Hosts Fifth District Meeting with Chief Noel
 
The Lonsdale Neighborhood Association, in partnership with 5th District City Council Representative Charles Thomas, is hosting a neighborhood meeting for 5th District neighbors to meet Knoxville Police Chief Noel. 
 
The meeting will be on Thursday, Feb. 2, at 7 p.m. at the Emerald Youth Complex, 1740 Texas Ave. 
 
This will be a great opportunity for neighbors to meet the Chief, ask questions, let him know about any concerns you have about the area, etc. All 5th District residents are invited to attend.

2.  The Neighborhood Advisory Council – What Is It?
 
The Neighborhood Advisory Council (NAC) is a board appointed by the Knoxville Mayor and approved by City Council. 
 
Consisting of residents representing all City Council districts, the Neighborhood Advisory Council serves in an advisory and partnership capacity to:
  • Give advice and provide feedback on the programs and policies of the Office of Neighborhood Empowerment;
  • Bring neighborhood issues and concerns to the attention of City administration,
  • Propose to the administration responses and solutions to address these concerns; and
  • Serve as a sounding board for City initiatives and proposals affecting neighborhoods.
The NAC advises and provides input only to the City administration. As a matter of policy, it does not advise Knoxville City Council, Knox Planning, or other elected and appointed bodies.
 
The City's Office of Neighborhood Empowerment provides staff support to the NAC.
 
There are two designated seats for each City Council District, as well as three at-large positions. Members serve three-year terms, limited to two consecutive terms. If you wish to apply for an appointment to the Neighborhood Advisory Council, or if you wish to recommend someone for a seat, click here to find out more. 
 
The Neighborhood Advisory Council usually meets each month, except July and December. Meetings are held at 4:30 p.m. on the second Wednesday of the month at the City County Building’s Small Assembly Room. If you plan to attend, call the Office of Neighborhood Empowerment at 865-215-4382 to make sure the meeting will be held as scheduled.
 
The timeline for accepting applications for each New Year begins in August, with interviews happening in September. Mayoral appointments go to City Council in October/November. New members begin their three-year terms in January, including these new members:
  • John Cadotte – Seat 1-A
  • James Tomerlin – Seat 3-B
  • Sydney Poker – Seat 6-B
  • Brad Guilford – Seat B At Large
3.  Spring Break Youth Grant Applications Due Thursday
 
Grant funding is available from the City’s Office of Community Safety for non-profit and community-based organizations who are looking to provide support to, programming and/or employment for young people, ages 14-19, in Knoxville during Knox County Schools’ Spring Break, March 13-17.
 
Awards may range from $500-$3,000, and any organization seeking to offer this type of programming is encouraged to apply! The deadline is Thursday, Jan. 26, at 4 p.m.

4.  Better Building Board and Public Officer Hearing Meet This Week
 
The Better Building Board will meet on Thursday, Jan. 26, in the City County Building Small Assembly Room at 3:30 p.m.
 
A determination of blight proceeding will be conducted regarding two properties: 101 Chamberlain Blvd. and 1209 Forest Ave. A certification of blight proceeding will be conducted regarding the property at 205 Spruce St.
 
A Public Officer Hearing will take place on Friday, Jan. 27, in the City County Building Small Assembly room at 9:30 a.m. Repair/Demolition orders will be discussed regarding the following properties:
  • 4131 Apex Dr.
  • 141 Atlantic Ave.
  • 5905 North Broadway
  • 1509 North Fourth Ave. (including accessory structure)
  • 3901 Greenway Dr. (including accessory structures)
  • 2429 Parkview Ave.
  • 4111 Skyline Dr.
  • 2016 Sterchi St.
  • 2040 Sterchi St.
  • 1100 Tennessee Ave.

5.  Planning Seeks Input on One Year Plan
 
Knox Planning will host two virtual meetings to receive input from city residents about the One-Year Plan, which serves as the foundation for zoning decisions and is based on the land-use goals, objectives, and policies found in the City’s long-range plans. Everyone is encouraged to participate.
 
Two virtual meetings have been scheduled to give community members the opportunity to review and discuss recommended changes to the plan.
  • Tuesday, Feb. 1, at 12 p.m. via Zoom
  • Wednesday, Feb. 2, at 5 p.m. via Zoom
The meetings will begin with a presentation covering all geographic areas of the city, followed by an open discussion. The presentation will include a general definition describing the One Year Plan and an overview of the edits to the document since the 2022 update.

6.  Public Meetings Set for City Projects in North, South
 
Next month, City staff will host two, open-house style meetings to provide updates and gather public input on a variety of City projects in North and South Knoxville. Neighbors can attend any time during the open house and will have the opportunity to interact with City staff and community partners. Information will be available on a variety of projects.

7.  KAT Reimagined Updates, Public Meetings
 
After a first round of public engagement for the KAT Reimagined process, in which residents were asked about their priorities for public transit, the Knoxville Transportation Authority voted to direct their project team to pursue a draft transit network that is 70% focused on ridership (high frequency) and 30% on coverage goals.  After several months of work and analysis, the draft network is nearly ready for public review.
 
The project team will present the draft network to the Knoxville Transportation Authority at its regular monthly meeting on Thursday, Jan. 26, at 3 p.m. in the Main Assembly Room of the City County Building, 400 Main St.  After that meeting, residents can visit the KAT Reimagined website for updated information on the draft network and provide comments.
 
Public meetings will be held in February and are as follows:
  • Virtual meeting on Wednesday, Feb. 8, from 12 p.m. - 1 p.m. See website for link.
  • In-Person meeting on Thursday, Feb. 23, from 5 p.m. - 7 p.m. in the Community Room at Knoxville Station, 301 Church Ave.
  • In-Person meeting on Saturday, Feb. 25, from 11 a.m. - 2 p.m. in the Community Room at Knoxville Station, 301 Church Ave.
Next steps: After the public engagement period in February, the project team will review comments and make possible changes to the network before presenting the final to the KTA in late spring.  A public hearing will be held, and the KTA will vote on whether or not to accept the draft network.  If approved, the new transit network would be implemented in January or June of 2024.
