1.  Westwood Hosts Neighborhood Halloween Party
 
The Westwood Homeowners Association is hosting a Halloween Party on Sunday, Oct. 29, from 3-6 p.m., for neighborhood residents.
 
The community will be getting together to enjoy an inflatable slide, a blow-up movie screen playing Halloween favorites, a costume parade, and more!

2.  Edgewood Park Holds Elections
 
The Edgewood Park Neighborhood Association (EPNA) held its annual board elections last week and named Erin Hatfield as President and Ellen Zavisca as Vice President for the 2023-2024 term.
 
Edgewood Park neighborhood is located in North Knoxville between the Belle Morris and the Fairmont-Emorliand neighborhoods.

3.  Vestal and City Win Chapter Choice Award
 
Vestal Community Organization and the City of Knoxville’s Parks and Recreation Department won a Chapter Choice Award for Architecture, 2023.
 
The Vestal Gateway Park is a 0.4-acre park that evolved from the City’s demolition of a derelict gas station, the closure of a dysfunctional street, and the decision to allow the Vestal Community Organization to develop a park that would help revitalize the struggling downtown Vestal area. 
 
The Vestal Greenway was extended along the abandoned Right-Of-Way to the main intersection, where a distinctive Gateway identifies the trailhead that leads to the City’s 112-mile greenway network.  The Park includes a small performance Pavilion and a Wildflower Meadow that was designated as a Pollinator Habitat.  
 
Gene Burr, a south Knoxvillian, although not a Vestal neighbor, put in for the award.  It was important to the neighborhood that the Vestal Gateway Park acknowledged the history of the South Knoxville community.  The base of the Gateway columns, therefore, was executed in gray marble, which South Knoxville is well known for, to compliment the concrete columns and is engraved with dates significant in the history of Vestal.  To build upon the theme of the Gateway, the arch is composed of ‘bicycle sprockets’ cut from stainless steel plate with a water jet cutter.
4.  Officer Liaison of the Year Nominations Now Open!
 
Officer Liaison of the Year (OLOYA) nominations will be accepted now through Friday, Dec. 1, at 4:30 p.m.

5.  New Public Safety Complex Holds Ribbon Cutting Ceremony
 
All neighborhoods, including North Knoxville groups, are invited to the grand opening ribbon cutting at the new Public Safety Complex on Wednesday, Oct. 25, from 4-6 p.m. at 1650 Huron St.
 
The short ribbon cutting ceremony will include speakers and a performance by the Fulton High School Band. Guests can check out a Knoxville Fire engine and the KEMA truck, or take  escorted tours of specific areas of the City Court, Knoxville Fire Department, and the Knoxville Police Department.
 
All tour guests will have to clear PBA security at the main entrance.
 
6.  Better Building Board & Public Officer Hearing This Week
 
The Better Building Board will meet Thursday, Oct. 26, at 3:30 p.m.  in room 461 of the City County Building, 400 Main St.
 
One property that will be discussed under Determination of Blight is 1106 Raleigh Ave., including accessory structure. Properties being discussed under Certification of Blight are 1509 North Fourth Ave., and 412 Ocala Dr., including accessory structure. 
 
The Public Officer Hearing will be held the next morning, Friday, Oct. 27 at 9:30 a.m., in the Small Assembly Room of the City County Building.
 
Properties being discussed under New Business are 909 Belleaire Ave.; 5605 Bluet Rd.; 534 North Burns Rd. – Commercial warehouse only; 3937 Cluster Ave.; 1620 Dunbar St.; 1431 Harvey St.; including accessory structure – Confirmation of emergency repair/demolition order; 2415 Hoitt Ave., including accessory structure; 2909 Linden Ave.; and 202 Stone Rd., including accessory structure. 
 
Properties being discussed under Boarding Approvals are 205 Avenue C, 3937 Cluster Ave., 2415 Hoitt Ave., and 2201 Virginia Ave. 
 
If any of these properties are in your neighborhood, you might want to attend the meeting to speak on their condition.
 
The Better Building Board hears appeals of the Public Officer's orders toward buildings that are blighted, condemned, or otherwise unsafe to the city. These meetings are open to the public to listen in and stay updated on the happenings around our city.

7.  PARC Meets This Thursday
 
The Police Advisory and Review Committee (PARC) will convene its third quarter meeting on Thursday, Nov. 2, at 6 p.m. at the City County Building Small Assembly Room, 400 Main St.
 
Please use this form to sign up to speak during the public forum portion of the PARC meeting. Confirmed speakers will receive a confirmation email from PARC.

Community members may also sign up in person the day of the meeting between 5:30-6 p.m.
 
Established in 1998, PARC is the longest continuously running, citizen-run police advisory board in Tennessee. Members review incidents involving action by Knoxville Police Department officers, following the conclusion of KPD Internal Affairs investigations.
 
PARC receives complaints, investigates, hears cases, makes findings, and discloses those findings to the Mayor and the Chief of Police.
 
Complaints can be made by any person who is a victim, a witness, or who has knowledge of alleged police misconduct, and filed by telephone, online, and/or in person by scheduling an appointment with the PARC Community Manager at 865-215-3869.

8.  City of Knoxville Celebrates Arbor Day
 
The City of Knoxville’s Tree Board will host its annual Arbor Day Celebration on Monday, Nov. 6 at 2 p.m., at Harriet Tubman Park, 300 Harriet Tubman St.
 
Guests will learn more about what the City has done to keep our community labeled a Trees City USA city, assist with the task of planting trees, as well as learn about the environment. Participants have the opportunity to help plant trees around the park, or just walk around and enjoy the nice autumn weather! People (and pets) of all ages are encouraged to come & join the celebration of Arbor Day.
 
Arbor Day is a day of observance in which individuals and groups are encouraged to plant trees! The holiday represents a hope for the future and a step toward a better tomorrow. Benefits to planting trees include higher quality of life for residents, business development, tourism, cleaner air and cleaner water. 
 
9.  KEMA Invites Neighbors to VOAD Fair
 
Knoxville-Knox County Emergency Management Agency (KEMA) will host a “Voluntary Organizations Active in Disaster” Fair at Safety City, 165 S Concord St., on Saturday, Oct. 28, at 1 p.m. It’s a great opportunity to learn about volunteer organizations in our community that work in response to disasters, such as the Aug. 7, tornado.
 
If you have an interest in learning more about these organizations, the services they provide to our region, and how you can help, please attend!
 
10.  Enjoy Harvest Festival at Beardsley Farm
 
Come celebrate the fall harvest at CAC Beardsley Community Farm with a free,
Family-friendly community event on Sunday, Oct. 28, from 1-5 p.m., 1741 Reynolds St.
 
The Harvest Festival will celebrate the farm, the community, and all things fall. Enjoy free food, live music, kids’ games and activities. You can wear your Halloween costumes and explore the farm.
 
In case of severe inclement weather, this event will be cancelled. Please check the Beardsley Farm Facebook page for updates.

11.  Trees Knoxville Plans Walk at Racheff Park and Garden
 
Join Trees Knoxville for their monthly Tree Walk on Thursday, Oct 26, from 5:30 - 6:30 p.m., at Racheff Park and Garden, 1943 Tennessee Ave.
 
Take a walk around Racheff’s Arboretum and hear tree experts discuss what an arboretum is, the creation of one, and how to become certified.
 
Trees Knoxville is an organization whose mission is to preserve and increase the urban tree canopy in the city and county with a goal to grow a vibrant forest community.

12.  KKB Plans Fifth Annual Sustainability Summit
 
Keeping Knoxville Beautiful (KKB) is planning the Sustainability Summit on Friday, Nov 3, from 9 a.m.-2 p.m., at the East Tennessee History Center, 601 S Gay St. 
 
The event will feature speakers from Atlanta, Charlotte, Nashville, and Chattanooga. They will be answering questions around what the asphalt is doing to the fabric or our city. The Summit is free with free food and is open to the public. Registration is required.
 
KKB was founded in 1978 to beautify Knoxville prior to the 1982 World’s Fair. KKB is a local nonprofit with a mission of promoting a cleaner, greener, and more beautiful Knox County. If you want to get involved as a volunteer, click here.
 
13.  Plant Trees This Fall!
 
The best time to plant a tree was 20 years ago, and the second-best time is now. That is how the saying goes.
 
When is the best time, or season, to plant a tree? According to arborists, the best time for Knox County residents, who live in Plant Hardiness Zone 7, to plant a tree is in October or November.
 
These months are the best because it allows the tree to drop leaves and focus on their roots, which will establish better in the warmer soil. The soil, which has been warming over the summer months, provides a great opportunity for root establishment.
 
After the fall planting, the seedling will have time to acquire nutrients, and supply water for the next growing season to newly sprouting buds. The new tree will be off to a great start when the spring growing season arrives with rains and warmer temperatures.
 
The best time to plan a tree, in Knoxville, is now.

14.  All Saints Day, All Souls Day, Dia de los Muertos
 
Have you heard of All Saints Day or Dia de los Muertos?
 
All Saints' Day is also known as All Hallows' Day, the Feast of All Saints, the Feast of All Hallows, the Solemnity of All Saints, and Hallowmas. It is a Christian solemnity celebrated on Nov. 1, in honor of all the saints of the Church, whether they are known or unknown. All Souls Day is on Nov. 2, to commemorate those who have passed within the faith.
 
Dia de los Muertos, which is translated to “Day of the Dead,” is a lively Mexican celebration that helps families honor their ancestors. The holiday, which is celebrated mostly in Mexico on Nov. 1 and 2, is like a family reunion. It is a joyful time that helps people remember the deceased and celebrate their memory.
