1. City Offices Closed Friday, April 18 for Good Friday
The
City of Knoxville’s offices will be closed on Friday, April 18, in observance of Good Friday holiday.
The closure affects several City services:
-
All City-operated Community Centers will be closed Friday.
-
The City’s Solid Waste Facility (1033 Elm St.) will be closed Friday and Saturday (April 18–19).
-
311 and 211 customer service lines will be unavailable on Friday. For assistance:
-
Recycling drop-off centers will be open Friday, but Goodwill attendants will only be on-site until 1 p.m.
-
On Easter Sunday (April 20), the centers will be open, but unattended. Please hold household donations until staff are present.
-
Knoxville Area Transit (KAT) buses will run on regular schedule.
We will be back open on Monday, April 21, if you need to reach us. Follow us on
Facebook in the meantime.

2. West Hills Holds Spring Celebration and Easter Egg Hunt
The
West Hills Community Association in conjunction with the Dogwood Arts Trails and Gardens Program will be hosting their Annual Spring Celebration and Easter Egg Hunt on Saturday, April 19, at West Hills Greenway, 409 Vanosdale Rd. from 10 a.m.-2 p.m.
Join the West Hills neighborhood as they celebrate the opening of the 2025 Dogwood Trail season. They will have a West Hills Volunteer Dedication Ceremony, makers and art vendors, local food trucks, chalk drawing, games, music, and giveaways. There will also
be a student art contest, and Knox County Master Gardeners.
You will not want to miss this event. Bring your camping chairs or blankets for seating. If you live close by, you are encouraged to walk or ride your bike to this event, because parking will be limited with so many expected to attend. If driving, please use
the parking lots at the West Hills Elementary School at 409 Vanosdale Rd. or the parking lot on N. Winston Rd.

3. Save the Date – East Knoxville Plans Clean-Up
Save the date for the East Knoxville Community Clean-up on Saturday, May 17, from 9 a.m.-12 noon.
Volunteers will meet at the Eternal Life Harvest Center, 2410 MLK Jr. Ave., to get your materials and equipment. Afterward, volunteers can return to their neighborhoods to clean-up. Lastly, folks can return to the church by noon to enjoy a free lunch and fellowship
with neighbors.

4. Ready to Challenge the Reigning Champs, Westwood?
The highly anticipated Annual Neighborhood Kickball Tournament will take place on Saturday, April 26, at Caswell Park, 570 Winona St. from 9 a.m.-1 p.m.
The deadline to
register is Monday, April 21. Build a team of neighbors and get ready to play.
The Parks and Recreation’s concession stand will be open and we will provide tickets for free food for players. Refreshing drinks will be provided by KUB Fiber. You do not want to miss this chance to connect with neighbors and friends
while enjoying some springtime fun.
The tournament’s three-year, reigning champions, Westwood Homeowners Association will be in attendance and ready to take the win again. Let’s see who is ready for the challenge!

5. ONE Hosts Neighborhood Small Grants Program Workshops
The
Office of Neighborhood Empowerment (ONE) will be hosting workshops for the
Neighborhood Small Grants Program (NSGP).
The Neighborhood Small Grants Program (NSGP) strengthens neighborhoods in the City of Knoxville by supporting a wide range of community-based initiatives through grants and technical assistance. The City of Knoxville has funding available under the NSGP to
be awarded in early 2026 for projects carried out in calendar year 2026.
To be eligible to apply for a grant through this program, a representative from your organizations must attend one of the three mandatory workshops:

Pre-Application Workshop A – 10 a.m. Saturday, April 19 (Zoom)

Pre-Application Workshop B – 6 p.m. Monday, April 21 (In-Person)
-
Pre-Application Workshop C – 5 p.m. Thursday, May 1 (Zoom)
The person attending the workshop must be the primary contact for the application if the group decides to apply.
Awards to support one-year projects can range from $500 to $5,000 or $6,500 if partnering with another neighborhood, public school, umbrella neighborhood group, or non-profit. To be awarded $6,500, the applicant must have previously participated in the NSGP
and turned in all required paperwork/documentation on time.

6. NKBPA Organizes Corn Hole Tournament
Neighborhood groups are invited to put together teams to compete in the North Knoxville Business and Professional Association (NKPBA)’s Third Annual Corn Hole Tournament on Friday, May 23, at Yee-Haw Brewing Co.
The tournament raises funds for NKBPA’s Fulton High School scholarship program, which has so far provided scholarship funds for three first-generation college students.
Registration is $65 for each two-person team, which also receives two drink tickets. Each team will compete in at least two games, and the tournament champion will receive prizes, a gift card, group photos with the trophy, social media recognition, and a year’s
worth of bragging rights.
The event is also seeking sponsors at the $125 level, who will be recognized on social media, event banner and NKBPA emails.

7. Knoxville Participates in City Nature Challenge
The City of Knoxville will participate in the 10th Annual
City Nature Challenge Friday, April 25, through Monday, April 28.
The City Nature Challenge is where cities all over the world collaborate to observe as much wildlife – wild plants, animals, fungi, insects, etc. – as possible in a four-day period. Ijams Nature Center is hosting a myriad of events on Friday and Saturday so
that folks can observe many kinds of wildlife.
There will be a night hike on Friday to spot amphibians and nocturnal critters. There will also be walks to identify fungi, trees, birds, wildflowers, beetles, bees, and butterflies. Visit
Ijams Nature Center’s website to register for any of the different workshops. If you register for one of Ijams’ workshops for the City Nature Challenge, you will get free parking at Ijams for the day.
On Sunday, Seven Islands will also be hosting several hikes where you will also be able to observe and take photos of plants/animals. Visit their
website and look under April 27, City Nature Challenge and register for the walk you prefer.
What does it mean to observe wildlife? In this case, it means to take photos of and upload to a website. You do not need to know what species something is. All you need to do is take photos and upload them to iNaturalist.
What are the steps to observe and document?

www.iNaturalist.org to your smartphone

Create an account for yourself

Take photos of the wildlife from different angles, if possible, using the app.

Any observations done in our area over that four-day weekend count in our region’s totals.
What if you don’t have a smartphone? You may still take photos with a camera and then upload them to iNaturalist later.

8. Nimble City Crew Fixes 1,000 Potholes in 3 Months
The City's
Public Service Department crew that fixes potholes gets a workout - especially this time of year.
In the first three months of 2025 alone, City pothole-patching professionals remediated more than 1,000 divots, gouges, pits and holes in City streets.

9. PARC Hosts West District Community Listening Session
The
Police Advisory Review Committee (PARC) will be hosting a community listening session for the West District on Wednesday, April 16, from 6-8 p.m. at the Public Works Service Center, 3131 Morris Ave.
PARC invites residents to attend these sessions held across KPD’s three districts (the Central District’s meeting already occurred) to share thoughts on policing. Your voice matters! Your input will help shape a safer, more accountable and transparent future
for Knoxville. While residents are encouraged to attend their district’s session, attendance is open to all.

11. Parks and Recreation Master Plan Is Looking for Feedback

Parks and Recreation Department’s Master Plan is a 10-month community planning process, designed to identify parks and recreation needs in the city, anticipate future demand, and build a shared vision for improvements to the parks and recreation system.

Knoxville is experiencing population growth, with an estimated increase of close to 10,000 residents in the last five years. This growth requires understanding how all residents, both new and old, can be equitably served by the parks and recreation system,
particularly as the city continues to grow.
Parks and Recreation would love to hear your thoughts on improving Knoxville’s parks and recreation programs. Community feedback is a primary goal of the plan and this feedback will ensure that the plan’s recommendations are citizen-driven.

13. Five Year Consolidated Plan and Public Hearing Postponed
The release of the
Housing and Neighborhood Development’s draft
Five-Year Consolidated and Year One Action Plans and the April 22 public hearing for discussion of the draft plans have been postponed.
Normally, when Congress has passed a budget, the Consolidated Plan and Year One Action Plans are due to HUD by May 15 (45 days prior to the beginning of the new program year). Since Congress has only just approved a Continuing Resolution, HUD has not had time
yet to let grantees, like the City of Knoxville, know what their funding allocations will be, to meet that May deadline. The City is going to wait until we receive the funding allocation amounts from HUD before we release the draft plans. We hope to hear from
HUD in the next 45 days or so, and then we can move forward with our process of releasing the draft plans out for public review and comment.
We will give a two-week notice of when the draft plans will be released and the 30-day public comment process begins, as well when the public hearing will be held during the public comment period. We will notify you by email, post a notice on
www.knoxvilletn.gov/development, and put notices in the Knoxville News Sentinel and share updates in the City's Office of Neighborhood Empowerment (ONE)'s Neighborly Newsletter. You're always welcome to contact Linda Rust at

15. Bike Walk Knoxville Announces Walk With Elected Officials
Join
Bike Walk Knoxville on Tuesday, April 22, at 6 p.m. for a walk with elected officials in the Whittle Springs neighborhood. The tour will begin at the main entrance of Whittle Springs Middle School, 2700 White Oak Ln., and the walk will be about a mile long.
Bike Walk Knoxville hosts Bike and Walk Tours with Elected Officials to allow community members to tour different Knoxville neighborhoods either on bike or on foot, while having a relaxed conversation with local elected officials. These include the mayors of
Knoxville and Knox County, members of Knoxville City Council, Knox County Commission, Knox County Schools Board of Education, and candidates for local elected office.
The tours provide participants an opportunity to engage with their elected officials in a casual setting ending at a brewery or restaurant where participants can enjoy dinner and/or a cold drink!
The tour will highlight walkability for students and neighborhood residents, with discussion about
Safe Routes to School and
Vision Zero efforts nearby. They encourage you to wear proper shoes and bring a water bottle.

16. All4Knox Hosts Recovery Housing and Resource Fair This Month
Are you looking for more information on substance use recovery resources?
All4Knox
will host a FREE Recovery Housing and Resource Fair on Wednesday, April 30, from 9 a.m.-12 noon, at the CAC LT Ross Building, 2247 Western Ave.
This event will feature recovery support services, substance use treatment programs, background-friendly employers and more. No registration is required for the event.

17. Easter is this Sunday
Easter Sunday falls on April 20th this year.
The holiday commemorates the resurrection of Jesus following his crucifixion, what we know as Good Friday. If you are of the Christian faith, you may want to check with your local church to find out about activities available to you and your family.
Knoxville
Botanical Garden and Arboretum will host their annual Easter Sunrise Service on Sunday, April 20, from 7-8 a.m. at LeConte Meadow across from the Visitors Center, 2743 Wimpole Ave. Parking is available on site and chairs are provided. Coffee and donuts
will be served after the service.
Come hear from a range of community pastors, elders, and musicians. The guest speaker will be Supt. Phillip Hamilton Sr., and the facilitator will be Rev. Renee Kesler.
