1.  Neighborhood Achievement Award Nominations Are Due Friday
 
Office of Neighborhood’s Neighborhood Achievement Award Nominations are due this Friday, Jan. 19, no later than 5 p.m.
 
Don’t miss this opportunity to receive recognition for the work your neighborhood did in 2023.

Examples of accomplishments include, but are not limited to:
  • Beautification and place-making projects, green spaces and community gardens, and other physical improvements to the neighborhood; 
  • Projects, events, and activities that focus on connecting neighbors with one another, such as street fairs, potlucks, home tours, holiday celebrations, and neighbors helping neighbors;
  • New or ongoing communication efforts such as newsletters, social media, and phone tree networks; and 
  • Activities involved in launching, reviving, or strengthening a neighborhood group.
Feel free to nominate your own group! We are excited to see what creative things you accomplished in 2023!
2.  Historic Zoning Commission Meets This Thursday
 
The first Historic Zoning Commission meeting of 2024 is on Thursday, Jan. 18, at 8:30 a.m. in the Small Assembly Room of the City County Building, 400 Main St.
 
The Commission will review  1728 Jefferson Ave. for a demolition order of a non-contributing structure.
 
Anyone wanting to speak on behalf of the property or the neighborhood is encouraged to attend.
 
The City of Knoxville’s Historic Zoning Commission encourages the preservation of historic sites and areas and the integration of historic facilities into other plans. They review applications for building permits for construction or demolition within designated historic zones.

3.  Planning Seeks Input on One Year Plan
 
Knoxville Knox County Planning has begun its annual update of the City of Knoxville’s One Year Plan. The public is encouraged to participate. The One Year Plan serves as the foundation for zoning decisions and is based on the land-use goals, objectives, and policies found in the City’s long-range plans.
 
Two virtual meetings have been scheduled to give community members the opportunity to review and discuss recommended changes to the plan.
  • Thursday, Jan. 25, at 2 p.m. via Zoom
  • Thursday, Feb. 1, at 6 p.m. via Zoom
The meetings will begin with a presentation covering all geographic areas of the city, followed by an open discussion. The presentation will include a general definition describing the One Year Plan and an overview of the edits to the document since the 2023 update.

4.  Housing and Neighborhood Development Offers Public Meeting
 
The City of Knoxville’s Housing and Neighborhood Development Department will offer a public meeting next Tuesday, Jan. 23, at 5:30 p.m., at the City of Knoxville Public Works Service Center, 3131 Morris Ave.
 
The City of Knoxville is developing its final Annual Action Plan Update to its Five-Year Consolidated Plan for the proposed use of U.S. Dept. of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), HOME Investment Partnerships Act, and Emergency Solutions Grant (ESG) funds for program year 2024-2025.
 
At this meeting, City staff members will:
  • Review priority goals and objectives from its 2020-2024 Five Year Consolidated Plan;
  • Provide a description of unmet needs and gaps identified through consultation meetings with stakeholders, regarding: Non-housing Community Development needs; Homelessness needs; and Affordable Housing needs;
  • Discuss anticipated HUD and local funding for PY2024-2025 programs starting July 1, 2024;
  • Describe the process for developing the draft 2024-2025 Annual Action Plan, including proposed priority goals/objectives and how the public may provide input; and
  • Inform agencies on how they may apply for grant funding to meet priority goals/objectives.

5.  Police Advisory Review Committee Hosts Quarterly Meeting
 
The Police Advisory Review Committee (PARC) will hold its next public meeting on Thursday, Jan. 25, at 6 p.m. in the Small Assembly Room of the City County Building, 400 Main St.
 
Cases reviewed in July-December of 2023 will be on the agenda at this meeting.

6.  City Council Holds Public Hearing on ‘Alternative Response’
 
In June 2023, City Council passed a Resolution to host a public hearing about “alternative response” related to mental health, substance abuse, and homelessness.
 
That hearing will be held on Thursday, Jan. 25, at 6:30 p.m. in the Main Assembly Room of the City County Building, 400 Main St. to gather testimony about the public's experience with local services that address emergencies related to mental health, substance use, and homelessness. The public is invited to attend.
 
If you wish to speak, please contact the City Recorder at wjoh...@knoxvilletn.gov or 865-215-2075. The first 25 people registered to speak will be confirmed prior to the meeting.
 
Due to inclement weather, the City Recorder's Office/City Council Office is closed on Tuesday, Jan. 16, and possibly longer. If signing up by telephone, please leave a voicemail message stating your desire to sign-up for this public hearing. Please also provide our name and  telephone number. We will confirm the list of speakers when the office reopens.
 
Speakers will be allowed to speak for up to five minutes and are encouraged to address the following three questions that will help inform the Knoxville City Council:
  • What is your experience with emergency services related to mental health, substance use, and homelessness in Knoxville?
  • What aspects of these services need to be improved in Knoxville, and what opportunity do you see for additional services such as "alternative response"?
  • What is your organization's capacity or interest in improving existing emergency services or future potential alternative response?

7.  How to Reserve City Park Shelters
 
Did you know that the Parks and Recreation Department offers 13 shelters that may be reserved for an upcoming event, such as a birthday party, family outing, business lunch, etc.?
 
A list of rentable shelters, address, nearby amenities, capacity, and rental rates can be found on the City’s website.  For neighborhoods, this is a free amenity.  Just let them know your neighborhood’s information.
 
Parks and Shelter Rules:
  • Park hours are dawn till dusk, seven days a week, year round
  • No alcoholic beverages or drugs allowed in parks
  • Park grills may be used to prepare food. Please dispose of ashes properly. Do not dumps ashes on the ground.
  • No animals allowed on park grounds unless on a leash or in a dog park.
  • Place all trash in trash receptacles.
  • Please leave picnic shelter and park grounds in good condition before you leave.
  • No open fires
  • Unless rented or youth recreational sports activities are occurring at the park, all shelters are available on a first-come, first-served basis.

8.  Save the Date – KKB Holds 45th Annual Orchid Awards
 
Keep Knoxville Beautiful (KKB) will hold their 45th Annual Orchid Awards on Wednesday, Feb. 7, from 6-9 p.m. at the Mill & Mine, 227 W. Depot Ave.
 
Since 1979, Keep Knoxville Beautiful (KKB) has presented the Orchids Beautification Awards to Knoxville and Knox County buildings, public art, and outdoor spaces that beautify and elevate our community. In addition to traditional categories, this year KKB will be honoring those who have fulfilled the organization’s mission through new awards such as Pillar of the Community, Regreening, Changemaker, and Waste Wise.
 
KKB is also very excited to be collaborating with PechaKucha Night Knoxville to feature engaging mini-presentations by five local change makers.  Vice Mayor Tommy Smith, tree advocate Kayla Stuart, sustainability educator Melissa Hinten, muralist Dustin Durham, and the City’s Director of Waste and Resources Management Makenzie Read will speak on topics that are central to the KKB mission and will leave guests feeling inspired.

Keep Knoxville Beautiful was founded in 1978 to beautify Knoxville prior to the 1982 World’s Fair. KKB is a local nonprofit with a mission of promoting a cleaner, greener, and more beautiful Knox County.
